The various gambling rackets run up in Harlem were managed by African American gangsters. Like all business ventures, legal or nefarious, expansion is key to enduring success. The mob, specifically Dutch Schulz (Roth), wants in on the uptown action and he’s willing to go to war for it. Bumpy Johnson (Fishburne) is a smart ex-con who has just returned to Harlem as its Renaissance percolates. Knowing the streets and the local hoodlums, Bumpy stays calm while Dutch implodes. Cicley Tyson plays Stephanie St. Claire, the Harlem doyenne of the numbers game.
