In December 1984 Rauschenberg announced the launch of the Rauschenberg Overseas Culture Interchange (ROCI) at the United Nations Headquarters. Rauschenberg created ROCI to promote the international exchange of art and ideas, especially with countries that placed limitations on the freedom of expression and movement. In a statement written shortly after the launch, Rauschenberg described his intentions for ROCI as a means to advance world peace: "I feel strong in my beliefs, based on my varied and widely traveled collaborations, that a one-to-one contact through art contains potent and peaceful powers." For ROCI, Rauschenberg traveled to 11 countries: China, Cuba, Chile, Germany, Japan, Malaysia, Mexico, Venezuela, the former Soviet Union, Tibet and the US; in these various places he gathered materials, coordinated exhibitions, and documented his experiences with video travelogues.
