IN her museum, the reigning exhibits are by such artists as Picasso, but anonymous plaster casts are a sig nificant staple: Peggy Guggenheim has weak ankles, brittle wrists and a habit of falling down stairs. Her tongue is the part of her anatomy that in 75 years has never let her down.
