NEIGHBORHOOD CHURCH There is a grandiloquence about St. Bartholomew's Protestant Episcopal Church at Park Avenue and East 50th Street, across the street from the Waldorf-Astoria, that makes the appellation ''neighborhood church'' seem euphemistic, but the church has reaffirmed its determination to stay in the neighborhood despite offers received to buy the property. Community church is exactly what this 61-year-old Byzantine Romanesque church is determined to be, and that is why three weekdays a week at noon it has been inviting the neighbors - businessmen, office workers, tourists, whoever they may be - in for programs of diverse interest at lunch hour on Tuesdays, Wednesdays and Thursdays.
