THE scene is a Command line bus, traveling from Brooklyn to Manhattan for a $3.50 fare, exact change only. Among the passengers is Sylvia Tolk, who sees a young man with an attache case board and then call out, ''Does anyone have change of $5?'' From the rear of the bus a woman shouts that yes, she does. The man with the attache case walks down the aisle toward his benefactor, who pulls a hefty roll of bills from her purse.
