Review/Art; Nachume Miller's Turbulent, Syncopated Dreams

LEAD: In several works on view at the Museum of Modern Art, Nachume Miller makes a virtue of obsessive drawing. The West German-born artist, now living in New York, nearly overwhelms large wood panels and sheets of paper with dense, complex webs of swirling lines that suggest tumultuous landscapes and unfathomable calamities.
