Edgar Hoover (1895–1972), the complex director of the Federal Bureau of Investigation from 1924 until his death, examines his struggles with the irresistible urge to exercise unaccountable power in the name of public safety. Eastwood's film jumps through time as it examines events in both Hoover's life and the social history of America, abetted by Black's provocative screenplay a number of amazing performances, notably by DiCaprio in the title role, as well as Hammer, Naomi Watts, and Judi Dench.
