The Junior Council of The Museum of Modern Art was established in 1949, as a volunteer group of thirty young people with a common interest in fostering their love of modern art. At the Council's inaugural meeting in February of that year, Museum President Nelson A. Rockefeller encouraged members to follow in the Museum's footsteps by being unafraid of growth, receptive to new ideas, taking chances and being adaptable. As the Museum was founded by a similar group of art lovers twenty years prior, it was felt the same passion and vitality of the founders should continue through the work of The Junior Council. In nearly forty years of service, The Junior Council embodied Rockefeller's message by bringing the Museum collection into wider circulation, drawing attention to younger and lesser known artists and expanding the Museum's community.
In keeping with their emphasis on youth, the Council required that members join before the age of thirty-five, yet by 1965 those who joined could remain indefinitely, as long as they were committed and active in the Council. Early Council membership and leadership was predominantly female and members were described as being from various socio-economic backgrounds including social workers, educators, artists, lawyers, and doctors. Despite mounting operating expenses, for many years the Junior Council put off member dues in hopes that the policy would attract individuals known for their active participation rather than their financial support. In 1970, the Council re-confirmed its commitment to open membership by voting down a dues proposal, fearing that it would create an elitist organization alienating those who were unable to pay.
In addition to age, the title Junior also indicated the Council would be "junior" to the Board of Trustees, a relationship that signified Council members were being prepared to become trustees and museum leaders of the future and a significant number of Council members held Trustee positions in later years. Museum staff joined the Council as advisors to facilitate Museum, staff, and Council relations. Additionally, Council representatives attended Board meetings and while the Trustees appointed the Chairpersons of the Junior Council, the Council otherwise elected its own officers. The Council created and assigned members to various subcommittees for every major and some minor functions of the Council. These arrangements paved the way for the Council's important and innovative accomplishments over the ensuing decades.
One of the Council's first and most ambitious programs was the Art Lending Service (ALS), established in 1951. In an effort to encourage the appreciation of modern art, the ALS provided Museum members the opportunity to rent art on consignment from private galleries, with the option to later purchase or return it. The ALS was applauded by museums and art communities nationwide and the concept was adopted by other institutions. In 1964, the Art Advisory Service (AAS) was founded as an adjunct service of the ALS intended to encourage the corporate collecting of modern art. Both programs lasted over thirty years and were responsible for the sale of thousands of works of modern art, many by young and unknown artists, to corporations and the public.
In concert with the Art Lending Service, the Council also organized several successful exhibitions, many with the help of Museum curators. The first exhibition organized by the Council was Young American Printmakers [MoMA Exh. #547, November 25, 1953–January 31, 1954], where printmakers from around the country submitted their works to the Council for inclusion. Of the thousands of submissions, 90 were chosen for the exhibition. Soon after, the Council held a benefit exhibition, Young Collectors in 1954, which showcased the collections of Council members at the Guest House of Mrs. John D. Rockefeller. Other significant exhibitions that followed included Recent Drawings-U.S.A. [MoMA Exh. #601, April 25–August 5, 1956], Recent Sculpture-U.S.A. [MoMA Exh. #644, May 13–August 16, 1959] and Recent Paintings-U.S.A.: The Figure [MoMA Exh. #707, May 23–August 26, 1962]. Many of these exhibitions also toured the United States under the auspices of the Museum's circulating exhibitions program.
Though the Council was able to rely on generous financial contributions by members and Museum patrons, it undertook for-profit programs in order to sustain itself and a small group of full-time staff. One of the most profitable ventures was the publications program which was responsible for the production and sale of Christmas and holiday cards, appointment calendars, and other objects and publications through the Museum bookstore and gift catalogues. In addition to the financial benefits, the publications program provided opportunities to hire contemporary artists to contribute designs and expose theirs and other work to a wider audience.
The Christmas and holiday card program was launched in 1954 with the aid of the Museum's Publications Department. Some cards were commissioned designs by artists such as Joe Brainard, Carl Laanes, Eileen Fisher, Nurit Karlin, and Hannah Wilke and royalties were split between the Council and artists. Other designs were chosen from the Museum collection and included works by Paul Klee, Pablo Picasso, Henri Matisse, Georgia O'Keefe, Andy Warhol and many more. One of the most famous cards produced by the Council is Robert Indiana's LOVE, commissioned in 1965. The greeting card program transferred to the Publications Department after the Council underwent a reorganizational shift in 1986.
Based on the commercial success of the greeting cards, the Council began publishing appointment (engagement) calendars in 1957. Calendars typically featured works from the Museum's collection selected based on a particular theme. Early calendars are categorized by medium such as prints, woodcuts, or posters while later editions are on various topics such as "On Time" and "Studies and Finished Works" (which features an 8-by-20-inch fold out of Guernica, by Pablo Picasso). In addition, the Council occasionally commissioned the design of postcards, miscellaneous publications, and other objects, such as puzzles and creative games.
Among these is Days Off (1970), a unique "non-calendar" of happenings designed by Allan Kaprow and Emilio Ambasz' Calendar/Memory Bag (1974) which provided envelopes to keep mementos of meaningful events. Among books the Council published, of note are Warja Honegger Lavater's book of drawings, William Tell (1962) and Guide to Modern Art in Europe (1963), written as a useful handbook on where to view European modern art.
The Council also assembled the "Television Archive of the Arts," a collection of recordings of television programs which focused on artists and artwork. The Council understood that television was a new and valuable art form that was rapidly disappearing as programs were discarded, erased, or recorded over at TV stations. In the 1970's, the Council transferred responsibility for the archive to the Museum's Film Department.
By the mid 1960's the Council began to increase its involvement in education and community outreach through a combination of poetry, modern, and performance art programming. Spearheading these initiatives were the Council's New Projects and Community Committees which became distinguished for their innovative initiatives that provided the Council with exciting and meaningful projects.
In 1968, the Council started an annual series of student evenings dedicated to high school and college students. The events consisted of three consecutive Friday evenings which featured avant-garde performances in music, dance, theatre, film screenings, poetry readings, art installations and exhibitions, all occurring simultaneously throughout the Museum. These evenings had over a thousand students in attendance for every event in the series' decade long run. See below for a chronological index of performers.
Following the success of student evenings, the Council hoped to expand its performance art programming but due to financial limitations, was only able to organize a few. However, the Council also established a widely-praised annual poetry series that would run for several decades at the Museum.
Other educational and outreach activities pursued by the Council include the design and construction of two playgrounds at the Cypress Hills Housing Project in Brooklyn where the Council partnered with the Parks Department of the City of New York, the City Housing Authority, and others to finance and build the playgrounds. In addition, in the mid 60's the Council's Community Education Committee and Campbell Wylly, the ALS curator, worked with the Harlem Youth Opportunities Unlimited (HARYOU-Act) and Bedford-Stuyvesant Youth-In-Action to organize a series of talks on contemporary art. In 1968, the Council and Wylly were also instrumental in helping found the Studio Museum in Harlem, the first contemporary art museum devoted to the work of 19th and 20th century African American artists.
In 1969, the Museum came under pressure from the Art Workers Coalition to be more active in social and political reform and the Junior Council partnered with MoMA to implement new community initiatives. In collaboration with the Black Emergency Cultural Coalition (BECC), in 1971 the Council volunteered art teachers and donated art supplies to the inmates of the Men's House of Detention in Manhattan, also referred to as "the Tombs." The Prison Arts Program spread to detention centers around New York City and by 1973 over five thousand inmates had participated. There were also exhibitions and sales of work created by inmates in the program.
The late 1970s saw a shift in Council activities with an increase in member events, such as curatorial visits to exhibitions and large scale themed benefits as contrasted with the smaller sit-down luncheons and garden parties of the past.
1982 was a year of growth and transition for both the Junior Council and the Museum of Modern Art. As the Museum underwent a major expansion and renovation project designed by César Pelli, the Junior Council became the Associate Council, a name chosen to better represent its close association and shed any suggestions of immaturity. In 1983, the Council also instituted membership dues to help with increasing operating costs.
In 1986, the Museum approached the Associate Council with a request to reshape itself in order to assist MoMA with its focus on contemporary art. This new role for the Council was declared in 1987, when the Associate Council was christened the Contemporary Arts Council (CAC), a change that was described as the group blossoming forth under a new name. What once started as a group of thirty individuals formed to be an extension of the Museum evolved into an organization with hundreds of members partnering with the Museum to understand and enjoy the art of our time.

Series I: Meetings and Reports contains the bulk of the Council's organizational history and is represented in two subseries, I.A: Meeting Minutes and I.B: Annual Reports. The former consists of minutes of meetings held by the Junior Council, its Executive Council, and smaller committees. Minutes include discussion of Council activities, internal matters and Museum news. Of note are the "Restructuring History" files which document the Junior Council's transition to Associate Council and later the Contemporary Arts Council. Subseries I.B: Annual Reports are internal Council fiscal year reports and include fiscal year Council updates from Council activities to financial statements. Some also include the Annual Reports for the Art Lending Service (ALS) which provide the largest concentration of information on the ALS in this collection. Reports cover almost the entire history of the Council and may provide information on activities not listed in Series V: Events and Projects due to lack of original documentation.
Series II: Office Files consist of administrative records of the Council organized into three subseries; Subseries II.A Finances, II.B Membership, and II.C Miscellaneous. Subseries II.A: Contains financial documents and statements that provide insight into some of the Council's finances, however it is not a full financial history. Information on Council finances can also be found in Meeting Minutes, Annual Reports and Events/Projects series. Subseries II.B Membership contains primarily member correspondence and sheds light on the membership process, from recommendations to acceptance and resignation letters. Subseries II.C Miscellaneous contains correspondence and research material from the Council's office. Of particular importance is research related to performance art and a report on the Junior Council's involvement in encouraging the art form at MoMA.
Series III: Publications Program chronicles the Council's extensive work in organizing the sale of commercial products and publications and is divided in four subseries; III.A: Holiday Cards, III.B: Appointment Calendars, III.C: Objects and Publications and III.D: Publicity and Work Files. Subseries III.A: Holiday Cards is not an exhaustive collection of cards but contains a large inventory. Catalogues and work files in subseries III.D may include cards not filed with Subseries III.A. Subseries III.D also provides significant documentation and correspondence on the Council's work in reproducing and selling publication materials in addition to artist contracts.
Series IV: Television Archive of the Arts, records in this series document the Council's interest in Television as a new art form and the unprecedented access it provided to artists and their work. Series contains correspondence, research, and project proposals which demonstrate how the Council advocated for the Archive.
Series V: Events and Projects, consists of planning files for the numerous events the Junior Council hosted and projects they were involved in. Activities range from film screenings; cultural events; symposiums; events for poetry and performance art; involvement in community projects; and nationwide efforts to make art accessible. Some files are records of projects or events that never came to fruition. The series includes correspondence, Community and New Projects committee meeting minutes, photographs, and ephemera.
The records are open for access and contain no restrictions.

Art Lending Service and Art Advisory Service Records contain extensive information on the programs started by the Junior Council.

The records of the Junior Council were maintained internally by the organization and transferred to the Museum's records management program circa 1994. A stand-alone collection of one manuscript box was accessioned into the Archives in the same year and a finding aid was created for it in 2006. The materials in records management and the small accessioned collection were retrieved and surveyed to be integrated into one collection in early 2018.
The collection as a whole is in good condition. In processing, staples and other metal fasteners were removed; folders and other housings were discarded or replaced with acid-free equivalents; photographs, negatives and other photographic materials were rehoused in polyester sleeves; and acidic and other unstable materials were isolated or encapsulated as appropriate. Two tightly rolled paper items were sent to conservation to be flattened.
